Hi Ancillap. A brush works best to provide an even coverage, but fingers are still fine to apply your foundation.

Hi Elrine, foundation can definitely be applied to the eye area in order to prepare the surface for makeup or just to even out the skin colour. An eye base or concealer also works well if you prefer to use one of those. I personally love Clarins Instant Light Eye Perfecting Base R285.
